Esteemed Council Members,
I know this isn't the best time for this, but it needs addressing in case she's ever close to being released. To those of you who don't know me, my name is Aang. I'm what my world calls the Avatar, someone that acts to keep balance between the nations of my world and between mankind and the spirit world.
Recently, a girl from me and my friends' home named Azula was released from the pods. Azula is my friend Zuko's sister, and was the princess and then Firelord of the Fire Nation before she was deposed. She suffered a mental breakdown in from of Zuko and my friend Katara when she was defeated, and Zuko eventually set her up in a special facility with doctors to try to help her get well. After waking up here, she attacked Zuko when his back was turned, giving him burns that needed attention in the Medbay. She's been imprisoned in the Brig ever since.
Azula is a very dangerous person, even more so now that she's unbalanced and ill mentally. She's attempted to kill several people, successfully killed me for a short time before my heart was restarted by my friend Katara's healing, and aided her father when his plans were to commit the mass murder of an entire nation of people.
I believe in mercy and giving people chances, and I understand it isn't the nature of the laws of this ship that people are punished for what they've done before they arrived here, but I'm writing to you to implore you to keep her imprisoned and receiving care from the doctors here that take care of patients with problems of that nature--possibly permanently. She's a danger to others and possibly herself, and it would not be safe for you to release her.
I can answer any questions you have about her and so can all of my friends. I know you can't really trust that we're an unbiased source of information but we've proven ourselves as helpful allies to this crew and never harmed anyone. In my case, there's much that I've done to preserve the safety of this crew. Speaking out against Azula bothers me because of how she's suffering and because she's such a broken person, especially since I think it's horrible that someone should be locked up and their freedom taken away, but I have to do it for the safety of the crew. It's what I really believe would be in the crew's best interest, and I think her behavior in setting her brother on fire from behind speaks all by itself.
Please take what I've said here under advisement, and thank you for your time.

I appreciate you coming to the Council about this, as we've been trying to figure out how to release her from the brig without her being a danger to the crew. Is their any way to limit her powers temporarily until she has herself under control?

As far as limiting her powers, unless other crew members or the techie people have a means to, it's very difficult. Containment isn't impossible though. She was imprisoned on our world successfully and she's imprisoned successfully in the brig right now.
I have a way of permanently stripping someone of their powers, but I'm reluctant to use it because of its permanence and because there's great risk to myself to do it.
I would not recommend her release at all, if possible. Even if she claims she won't harm others, she lies constantly and wouldn't be above faking that she's a law-abiding member of the crew for her freedom.

She's sick in the way that some very bad people are sick. In that they think wrong, and see no problems with hurting people, and you can tell they think differently from most people. They have no sense of guilt or compassion or mercy. She's that kind of sick.
She might be able to get stable again and more in control, but that would remain the same. If she can get better at all from that, I'm not sure it'll happen anytime soon. I'm not sure if it's even possible, even if I hope she can someday.
If she's released, she will hurt someone again and if she becomes stable, it'll just mean she'll be collected enough to do it through manipulation or some other way that allows her to hurt someone before she's stopped.

If she's going to be confined indefinitely, the brig isn't the place - and keep in mind that Stacy must have released her for a reason, because she can contribute something to the crew.

As for Stacy releasing her for a reason, Stacy also kept Yeerks and the Nightmare King on board the ship for a reason. Stacy allowed Shiva to be on the ship for a reason.
Just because something or someone is here on the ship and chosen by Stacy that doesn't make that thing or person safe.

She's furious at Zuko for a number of reasons--for taking her throne from her, for fighting against their nation in the war, for putting her in a special hospital when she had a mental breakdown. Those are just some of them.
