Well, it's the way things work in the modern world, mostly. School from six to eighteen or so, and at that point there's the choice of secondary schooling or going straight into a vocation. And eighteen is the point of being a legal adult. It isn't universal, there are ways for a competent-enough minor to basically become a legal adult early, but that's how it usually is.
