For that, you'd have to ask Command and the Civilian Council. It's Captain Leon Kennedy, and I think the most accessible Councilor is Kang, he runs the Drunken Dragon Tavern down in the City. As a Draconian, he's very easy to find, picture a massive person with dragon parts attached.

Also, while I understand no one really likes physicals, we wouldn't request them of the entire crew if they weren't vitally important. We just don't know what kind of viruses and bacteria people have brought from their worlds, that people from other worlds would have no immunity to. And that's only the beginning.
