One central figure, no, not really. There are rulers in the Earth Kingdom and the Fire Nation, but where I'm from, even with my father as the chief of our village, he still considers himself a part of everyone else. In fact, there was war in my world for a hundred years because the Fire lord decided he wanted to "unite" our lands: by killing off all of the air nomads and subjecting my people and many others into serving the fire nation. That so-called unification is just another word for forcing people to be subservient to a ruler who doesn't have their interest at heart, just his own nations'.

The person that most resembles your son is The Avatar, and he understands, like Luke does, how important keeping balance in the world is to all.
